Another example of the Post Code Lottery I suspect.

Hardly a"lottery" when it comes to insurance (unlike the NHS). I live in Surrey which is nice. Growler lives in Merseyside which is rated by most insurance companies as only slightly less risky than Basra  8)

Absolutely HATE to piss on yer chips here Moaniomondo, especially on bastard car insurance matters, a subject quite close to my heart  Angry9:, BUT provisional insurance is ALWAYS considerably cheaper, simply because the risk is vastly diminished due to the learner supposedly/presumably having an experienced adult alongside him/her.

Both young cubs here paid on the monthly...well I/we did....whilst learning.
£80 per month iirc until they passed, and they could skip a month if required.

She's going absolutely apeshit with me for wanting to sell it due to it being surplus to requiremments. nonono:
