I think that is bollox and a mistake in my humble opinion....

"Amend the smoking ban to give pubs and clubs the choice to be smoking or non-smoking." would be much better...

...all this bollox about ventilation, separate rooms and staff not allowed to enter while in use promotes the myth that SHS is dangerous.... And will lead to more bans and restrictions....

Much much better than their 2010 horror, looks like Carswell's wisdom is having an effect.  But do the numbers add up?

They say this independent review says they do

IMHO it's neutral so leaves us with the current £90B a year deficit and climbing debt

Anyway I guess she's a smart cookie.  Tinterweb says that much much improved manifesto was her doing.  I still see Carswell as the real deal in UKIP but we'll see.
