The Flybe has probably been sitting there since they stopped flying 3 months ago and the parking brake relies on an accumulator to maintain the hydraulic pressure. If the engines aren't run, over time this accumulator will lose pressure. My guess is they pulled the chocks out not realising the parking brake was de-pressurised.
