So he was taken off suicide watch, left unmonitored by the prison staff including one person who wasn't qualified to be there, had suspicious broken bones in his neck and now it emerges that the 2 cameras outside his cell were mysteriously not working so there is no footage....

Not what the article is saying and they like others are just rehashing the Washington Post article of a few days back.  Only one camera had unusable video, the other(s) apparently do have
