I gave some of that to my dog once, she went a bit mental jumping around but not as mental as when I gave her a golf ball and having chewed the casing of the elastic started pinging in her mouth.  She kept going back for more.

That was an hobby when I was a kid. Those laggy bands were very entertaining. But what was that white/grey gloop?
