When we had the pubs back in 1989/93 I had many visits from the VATman.... One told me that I should have a separate button on the till to ring in Pork Scratchings as they counted as "Cooked Meat" and were thus VATable whereas Crisps, although cooked potatoes, were not subject to VAT. As I see it the pasty sellers have got away with it for too long. Unless the pasty is uncooked it follows that it must contain cooked meat. Reheating it should not come into the matter.
