Another bit of non-news

I heard this on the BBC Breakfast News this morning.

Thirteen children under the age of 10 have been issued with shotgun certificates in the UK over the past three years.

And I thought, so?

The article confirms that each case is well checked before the licence was issued.

What are the Beeb trying to say/imply?

I heard that and wondered what the fuss was about.

It is the 15year-olds with unlicenced guns that need to be worried about.
I mostly despair
