All the governments in the world are aware of this and they just say it is going to happen. For those of the people that can save themselves I can only say reach for higher ground and find caves   cloud9: up in the high places where you can have a food storage for at least five years with canned food and water to last for a while. Radiation pills and biosuits are also advisable if your budget allows it.

Nope, a seedbank stores seeds as a source for planting in case seed reserves elsewhere are destroyed. It is a type of gene bank. The seeds stored may be food crops, or those of rare species to protect biodiversity. The reasons for storing seeds may be varied. In the case of food crops, many useful plants that were developed over centuries are now no longer used for commercial agricultural production and are becoming rare. Storing seeds also guards against catastrophic events like natural disasters, outbreaks of disease,  war or Nick.

I'm not so sure about no obvious benefit. Look at the media hype about global warming and species of plantlife dying as a result. If it is a seedbank that Norway is building then it would be a hell of a PR stunt on its own. As for expense, its probably not as much as was leaked. to repurpose and extend an old Cold War bunker or underground shelter.
