It pisses me off when brit ex-pats say they cant cook on a budget,  thats because all they buy are jarred sauce with a brand name and packets of dried stuff etc.....

they sell the salad bags of imported rocket for 1.65, and a fresh bunch from the same store is 30cents.....................

Anyhoo, my point is, if you buy fresh and local you can have restraunt standard food for pennies.

Possibly the best book I ever bought was "The Paupers Cookbook".  It should be compulsory reading for all at school.  And there's some damn good meals in there.  Currently out of print but soon for reissue.

Contains the classic advice: "never go shopping when you're hungry"
