So when is a vote of no confidence NOT a vote of no confidence? 
never
but it's not a no confidence in the government vote if it doesn't say so and Corbyn's motion doesn't say so. So it has no constitutional import. Corbyn went for that vote because the DUP would vote for the government this side of a vote on the deal but they might not vote for May. And the intent was to flush that out.
