Seville goalkeeper comes off the line too many times and saves the shot......what the feck are those extra officials getting paid for?

Surely they should recommend that the penalty needs to be re-taken if the goalkeeper is at least one metre off of his line before the kick had been taken......just get their wages paid whatever happens, next step parliament or just werk for the swivel service.
