To my mind, they look rather more like the type of camera seen on top of large blue poles! More to do with traffic monitoring than speed - but, plod would not be averse to letting the sheeple think they're speed cams - then they get the perceived benefit of speed reduction without doing anything.

Actually had a good ole 'butchers' at one of those for the first time yesterday whilst I was working at the main Ford stealership in Chester.
