The only way another round of QE would work is if the Banks were bypassed altogether and the money given directly to the taxpayer. Hell of nothing else it would at least slow down the rate that small businesses are having to close because the banks won't lend to them. That problem has become so endemic that Wonga are now doing business loans for Christ sake.
