No Nick - it's a gubbermint ad for the gubbermint's own scheme. I suspect they've seen a reduction in peoples' savings and are getting worried that, when the time comes here, there won't be enough dosh for them to nick . . . . So, they're trying to "reassure" people that saving is "safe" . . . .
