I suppose theft is theft really but stories like this make you want to bring back the death penalty... 
No doubt they will do some 'community service' as punishment...
Sadly there are some people that will never be fit to be allowed out on the street. I don’t go with topping them but why ever let them out?
Practically I’d d go with double sentence for each successive offence and no parole for 2nd offence sentences
So if first offence is a year by the time they’ve been done 5 times they’re in for longer than your average life stretch
But they’ll get a fine and community order because that lets the gubberment give its mates more tax breaks
