Not that I support it, but with the amount of cameras around there, why employ any. They could do it from the CCTV control room without stepping out of the office, the photo-evidence is there if contested. I'm pretty certain Winchester CC use there cameras for this as well as wardens

It is all about the income generation.

The local authority has lost a huge proportion of income which was traditionally sourced from parking fines in the last few years due to the impact of the congestion charge. Congestion charge income has of course gone to central government and not the local authority.

There will be / have been  considerable changes made to parking charges etc ( in the central area mainly ) such as applying 24 hour parking charges, charging motorbikes to park( traditionally exempt ) etc.

None of it is popular ...but for the £2 million investment they will expect to see a far greater return and so makes great economic sense to them.

As for the cameras and stuff  - every area of central London is covered but it's fair to say they are used more for the crime and disorder agenda than they are for parking  - as this is the priority .
