If you stop to think about it nor would a rise in UK rates of tax on alcohol and tobacco.

On the subject of tax on Ciggies I see that the average price of a typical pack of 20 in the UK was £6.28 in March of this year. The VAT increase will take that up by 15.7pence to around £6.44. That means the government tax take from every 20 cigs is now £4.98.
Far more effective that slapping on the traditional 5pence a packet.
