They sound so pathetically humourous.

We've got one around here that walks past twice a day.
She IS barking. The dog doesn't though as he's shit scared of her shouting at him.

In pet owning days I have given commands and the animals have, in the main, obeyed. Much depends on training.
Talking (as in holding a conversation) to a cat or a dog is much the same as talking to yourself ........... but without the answers you hope for.

Some do appear to be having deep and meaningful conversations with their mutts and pussys. confused:
