Title: Yet more snooping

There have been rumours about this for a while - Council Tax to be base don additional information about amenities, home immprovements, nice views and so on. I reported a year or so ago catching a bloke with a clipboard photographing all the houses in our village. I gave chase and asked who he was but he ran off!!
