I grumped about this a few years ago - I have done a search for it, but cannot find it. I presume it was a casualty of "The great GOM IT disaster" a few years ago.

"The charity Keep Britain Tidy called on people to collect up bands dropped by postal workers after a survey claimed they were found on 6% of UK streets."
The article goes on to say that postpersons could face on the spot fines for littering. Why only "could"? If rubber bands are found on a certain street, surely they can trace the postperson responsible for that patch?

The Rools for Postman manual (yes there is such an animal) states that rubber bands should be returned to the pouch and thence back to the sorting office for reuse.
In the good old days we used string. You'll never see an older Post Office Pensioner cut a piece of string to open a parcel. They will always untie it, roll it up and put in a pocket for future use. I know I do redface:

There has been a spate of people down here picking up the rubber bands and following the postie before launching them at the back of their head.
