A report has blamed a "lackadaisical approach" in the criminal justice system, after a man freed from jail killed a bus passenger the same day.
Schizophrenic Anthony Joseph, 23, is serving an indefinite term at a mental health unit for the manslaughter of Richard Whelan, 28, on 29 July 2005.
Mr Whelan was stabbed on a bus in north London, when he tried to stop Joseph throwing chips at his girlfriend.
The solicitor general's report blamed a lack of diligence over bail conditions.

And precisely how many heads will roll as the evidence of this extensive investigation become known? Banghead

Oh yes ~ worth every penny of our taxes that went toward the cost of it. ::)

Agreed… quite frankly they should have given the (undoubtedly) vast expense of the enquiry to the victim’s family by way of compensation for their obvious total fuck up…
Why do they need an enquiry when it is so clear that it has all gone wrong??? Banghead
Rhetorical.

However.
The report, by Solicitor General Vera Baird, concludes there was nothing in Joseph's offending history that could have led the agencies involved to foresee the killing of Richard Whelan.
Isn't hindsight wonderful.

Bastards! Banghead
That one line in the report is the 'get out of jail free' card for everybody involved isn't it?
I wonder who put that in?
-
Maybe it's in because it's true.

The man is a serial offender… he should never have been let out… noooo:
-
He's schizophrenic but as far as I can tell from the article he didn't have a criminal record. They should have been aware that he was wanted for an alleged burglary but they didn't and had no real reason not to grant bail.
As I wrote, it's so easy to be right after the evnt.

The man is a serial offender and a multiple bail absconder… he should never have been let out… noooo:

I'll have to assume you have better sources of information than I.

Sent home the night before. Happened in a crowded street. One of the women was de-capitated by the force of the accident.
