Are local authorities really overstaffed?  The default formula is their budget is cut every year in real terms so inevitably they will reduce staffing.  I could believe some (many?) years ago they were overstaffed but have no real idea now except every week seems new rules and regulations for the LAs to manage.

We are in the ridiculous position where half of our services are tri borough, many are bi borough and some like my own still exist as a uni borough service.

However anything to do with HR ( tri borough ) , finance ( bi borough) , IT support ( outsourced ), contact centre ( outsourced ) ...etc which ultimately means you spend your life chasing people and being expected to do their work as it is not in their contract  evil:
